If your neighbors have a sweet golden retriever, but are moving from a town to a cramped apartment in a huge city, then they might very well rather see their sweet golden retriever in a good home rather than at a shelter, and if the golden retriever at least knows you, this could ease the burden a little bit for you and the new pet.

There are always people looking for good homes for their puppies and DOGS, so just keep an eye open and ear to the ground, and you are sure to come up with some great options for your new pet without having to spend a penny.
